Blinding SUV Headlights

Damn SUV 's with high beam -like headlights! It's bad enough that SUV headlights shine right in passenger car mirrors and glass, but augment that with having flashy high beam type lights and you get one blinding experience.. My eyeballs are still sizzling and my head aching, even though I had my rear-view mirror in "night -mode". I can't automattically adjust my side view lights either.. What kind of asses allow these type of lights to be put in cars? You can't even report these asses b/c it's too dark and you're too blinded to get down their plate number, while trying not to crash.... I hate driving at night!
